Louisa Bartolo


Louisa supports clients on policy, political and regulatory issues in the UK, Europe and globally, with a focus on digital and tech policy.

Louisa read for a PhD at the Digital Media Research Centre, Queensland University of Technology and ARC Centre of Excellence for Automated Decision-Making & Society in Australia. She specialised in algorithmic recommendation policy, including in relation to the UK Online Safety Act and the EU Digital Services Act. Her research was nominated for an outstanding doctoral thesis award. She has also written on a wide range of tech governance issues for policy audiences in Lawfare, the DSA Observatory, Fast.ai and Yale Law School’s platform governance terminologies series.

Prior to her PhD, Louisa worked in the charity sector and management consulting. She holds a BA in Social and Political Sciences from the University of Cambridge and an MSc in International Public Policy from University College London.
