Tom specialises in economic modelling and analysis, advising clients on the impact of government policies and providing insight into developments in the economic outlook.

He joined Flint after more than a decade in Treasury and OBR roles. Senior roles at the OBR included leading the economic modelling and analysis team during the pandemic, energy crisis, and mini Budget and setting up and leading the OBR team that assesses the macroeconomic impacts of tax, spending, and regulatory policies.

During his time in Government he also contributed to several high-profile economic and fiscal analyses of major policy priorities, including public investment, Brexit, climate and energy.

Tom holds an MSc in Economics from LSE and a BSc from the University of Bristol.
