He is an economist by background who has worked extensively in the energy and water sectors.

Stuart's advice draws on over 36 years' experience of regulation, business strategy and the management of industry change programmes. He has a thorough appreciation of the economic principles that underpin economic policy and regulation, and has a practical appreciation of the way that regulation and policy impact on business strategy, the commercial environment faced by businesses, and the way they operate. He has deep expertise in price controls and other regulatory processes, having advised over 20 different price control teams.

Before joining Flint, Stuart founded and led a boutique consulting business, Complete Strategy.

Earlier in Stuart's career he was PwC's Head of Strategy and Regulation where he advised leading energy and water industry clients.

Prior to joining PwC, Stuart was a member of the Gas and Electricity Markets Authority (GEMA, Ofgem's Board). Whilst at Ofgem, Stuart led the team that was responsible for network policy and went on to become the Managing Director of the Ofgem division that was responsible for administering Government energy schemes.
