Ethan advises clients on competition, economic and infrastructure policy issues.

Prior to joining Flint, Ethan led the analytical teams for several major rail schemes at the Department for Transport including Northern Powerhouse Rail and East West Rail. His work covered modelling of transport behaviour and economic impact, alongside strategic and distributional analysis.

Earlier in his career, Ethan worked in HM Treasury on retail disclosure regulation and primary markets policy; in the Department for Business Energy and Industrial Strategy on a range of cross-sector issues; and in Cabinet Office as a financial analyst.
