Christoph Grafe advises clients on regulatory strategy, business plan development, and price control engagement across GB's energy networks sector. He brings over 12 years of experience spanning network regulation, electricity markets, and large-scale regulatory submissions.
At Complete Strategy, Christoph has led programme management and business plan delivery for GB's leading gas distribution network through the GD3 price control cycle, including strategy drafting, Ofgem engagement, draft determination response, and final determination analysis. He has also provided strategy support to electricity distribution clients and supported clients in developing effective submissions for Ofgem’s ASTI and LDES regimes.
Prior to consulting, Christoph was Director Market Integration for Nord Pool’s GB operation and held senior roles across Ofgem, Eurelectric and SSE. During his time at Ofgem, he developed components of RIIO-ED2 policy, led on repositioning of European engagement for Ofgem post Brexit, and provided electricity system and regulatory advice to Government initiatives led through the Office for Low Emission Vehicles (OLEV). He previously served on Scottish & Southern Electricity Networks' DSO Customer Advisory Panel.
