Holly joined Flint from the Office for Budget Responsibility (OBR), where she spent 2 years leading on the OBR's forecasting of indirect taxes, including fuel duty, environmental and energy taxes, and customs duty, and 2 years analysing cross-Whitehall policy costings and leading on the scrutiny of devolved government tax forecasts. She also contributed to various OBR publications across the economic and fiscal space.
Prior to that, Holly spent 2 years in HM Treasury, where she led on various labour market analyses during the Covid-19 pandemic.
