Ellen specialises in economic modelling and analysis, advising clients on the impact of government tax and spending policies, and producing economic impact assessments.

Ellen joined Flint from the Office for Budget Responsibility (OBR) where she spent 5 years managing the cross-Whitehall policy costings process and leading the OBR’s scrutiny of the fiscal impact from new Budget measures. Prior to that, Ellen led the OBR’s forecasting of indirect taxes, including VAT, alcohol duties, gambling duties and air passenger duty. She has also contributed extensively to other OBR reports, including economic and fiscal scenario analyses.
