Phil supports clients with an interest in energy, infrastructure and climate issues. He is based in London.

Prior to Flint, Phil was a Senior Advisor to the Prime Minister in Number 10 Downing Street, where he advised both Sir Keir Starmer and Rishi Sunak on energy, industrial and climate policy.

Prior to joining the Civil Service, Phil advised former Prime Minister Sir Tony Blair on energy and industrial decarbonisation. He also spent time in academia as a researcher and lecturer at UCL and led on power policy at the trade body Energy UK.
