Victoria advises clients on energy policy and regulatory issues. She is based in London.

Before joining Flint, Victoria was an Associate Director at KPMG, advising energy and infrastructure clients in the UK and Europe. Her work included regulatory framework design, growth strategy, and performance transformation. Across these areas, she supported senior leaders in shaping and delivering corporate strategies.

Prior to KPMG, Victoria spent six years at Ofgem, holding several roles including as Head of Distribution System Operator. She led major policy initiatives across energy system and network regulation, including on the implementation of the RIIO-1 and design of the RIIO-2 price controls. She also launched Ofgem’s review of regional energy institutions, introducing reforms in Distribution System Operator regulation, regional strategic planning, and flexibility market governance.
