Mark Caines


Mark leads our competition and regulatory team. An economist by background, he advises on complex regulatory and policy developments and supports clients on competition matters, including major transactions. He works across a broad range of sectors but has a particular focus on technology, media and infrastructure.

Mark’s advice draws on over 30 years' experience of regulation, competition and policy development. He brings a detailed knowledge of the underlying economic principles of regulation and policy, and a deep understanding of the way in which governments and agencies make decisions.

Before joining Flint, Mark was a senior policy director at Ofcom, the UK’s media and telecoms regulator, leading the regulator’s work on spectrum policy for mobile, satellite and broadcasting and running its programme of mobile spectrum auctions. Earlier in his time at Ofcom Mark spent five years as an economic director working on competition and regulatory issues in the broadcasting and telecoms sectors, including a major market investigation into premium sports and movies, market impact assessments of the BBC and numerous telecoms reviews.

Earlier in Mark’s career he was an economic consultant at PwC, working with companies, governments and regulators across a wide range of sectors to develop commercial and regulatory strategies and to design and respond to regulatory arrangements.
