James supports clients across a range of policy issues with a focus on infrastructure. He is based in London.

Prior to Flint, James was Chief Executive of the UK’s National Infrastructure Commission, an executive agency of HM Treasury. The NIC - now part of the National Infrastructure & Service Transformation Authority (NISTA) - advised government on strategy and policy for economic infrastructure: transport, energy, digital communications, water and wastewater, flood defences and waste. Previously, James was Director, Digital Infrastructure in the UK government, responsible for advising Ministers on broadband, mobile and telecoms security. Prior to joining government, James was Director, Policy at the British Broadcasting Corporation (BBC), responsible for public policy, government relations and regulation.
