Flint Global is acquiring Complete Strategy

First acquisition under Flint’s M&A growth strategy deepens regulatory expertise in the energy and water sectors

London, 28 May 2026 - Flint Global today announced the acquisition of Complete Strategy, a highly regarded provider of specialist consultancy advice to regulated companies, investors, and regulators, particularly in the energy and water sectors. Complete Strategy’s expert counsel helps clients navigate complex regulatory processes and develop business and growth strategies.

The team is led by Stuart Cook and Karen Dawson. In a career spanning over 35 years, Stuart was previously a member of the Gas and Electricity Markets Authority (Ofgem’s Board) and subsequently PwC’s Head of Utility Strategy and Regulation. Karen Dawson was PwC UK’s Global Expert for Electricity Market Reform.

Stuart, Karen, and their team of specialists will join Flint on 1 July 2026. They will help expand and deepen Flint’s current regulatory offering, further enhancing the firm’s ability to deliver trusted, impactful advice and drive commercial value for existing and prospective Flint and Complete Strategy clients in the UK and internationally.
