Ryan is an Associate Director in Flint’s infrastructure team, based in London. Ryan advises on infrastructure policy issues, including transport, planning and energy.

Prior to joining Flint, Ryan was head of infrastructure strategy at HM Treasury, working on a variety of issues including leading the development of the 10 Year Infrastructure Strategy, and supporting government reform to infrastructure planning through the Planning and Infrastructure Act 2025.

Earlier in his career at HM Treasury, Ryan worked on public expenditure, overseeing levels of public capital investment across energy, transport, defence and social infrastructure through delivery of spending reviews and budgets.
