David provides advice on international policy and regulatory developments for financial services clients.
David joined Flint after over 34 years in the European Commission in Brussels. From 2000 to 2010 he was first Director, then Deputy Director General for financial services policy, where he played a leading role in the integration of European capital markets and the EU’s response to the financial crisis. He was the rapporteur on both the Lamfalussy and the De Larosière Committees which changed the EU’s institutional framework for financial services, setting up bodies such as the European Banking Authority, the European Securities and Markets Authority, the European Insurance and Occupational Pensions Authority and the European Systemic Risk Board at the European Central Bank.
David has unrivalled international regulatory experience in financial services. After leaving the European Commission he was the Secretary General of the International Organisation of Securities Commissions (IOSCO) from 2012-2016. He has also represented the European Commission and IOSCO at the Financial Stability Board and led the EU-US Financial Markets Regulatory Dialogue.
David is also the current Chairman of EUROFI, the European financial services think tank, a Public Interest Director of the Bombay Stock Exchange and a member of the International Advisory Council of the China Securities Regulatory Commission.
