Martin Holterman

Martin advises clients on competition, regulatory policy and economic issues across a range of sectors, including water, energy, transport, and digital. Before joining Flint, Martin was an Economic Adviser at the Competition and Markets Authority, advising on a wide range of competition and regulation matters, including a large number of mergers. A number of these mergers were in regulated sectors. He also served as a member of the CMA’s Mergers Intelligence Committee, which decides which mergers should be investigated when they have not been notified.

Previously, Martin was an economist in the UK’s Office of Water Regulation (Ofwat), working on the PR14 price control, and a post-doctoral researcher at the Florence School of Regulation of the European University Institute. Martin holds a PhD in Economics from the University of Twente and an LL.M. from the University of Groningen, both in the Netherlands.
