About

Steve advises clients on complex regulatory and policy developments and supports clients on competition matters, including major transactions. He works across a broad range of sectors.

Steve was until recently a Board member of Ofcom. He had various responsibilities, including setting regulatory strategy for the UK, representing the UK in international negotiations, and leading Ofcom’s technology programme. He was Acting Chief Executive before the arrival of Sharon White.

Steve has served as vice-chair of BEREC (the body which brings together all European regulators of electronic communications). He is currently a board member of the International Institute of Communications.

Before becoming a regulator Steve spent several years in the private sector. He worked for a variety of “Silicon Fen” start-ups whose focus was the commercial exploitation of new wireless technologies. More recently he was a board member for Cambridge Wireless and in 2018 he organised its annual technology conference: this looked at the use of AI by communications networks, posing the question ‘Can Networks Think?’
