Sir Simon Fraser Managing Partner
Sir Simon Fraser Managing Partner

Sir Simon Fraser is a founder and Managing Partner of Flint. He supports clients managing complex European and international policy issues. Simon leads our teams helping clients respond to the challenges of Brexit. He is a respected policy commentator and adviser of senior corporate leaders.

From 2010 to 2015 Simon was the Head of the UK Foreign Office and Diplomatic Service. He has also led the UK Department for Business. Prior to that he was Chief of Staff to the European Trade Commissioner in Brussels, and Director General for European Policy at the Foreign Office. Simon is Deputy Chairman of the Royal Institute of International Affairs (Chatham House) and is a Visiting Professor at King’s College London.

Ed Richards is a founder and Managing Partner of Flint. Ed advises clients who face regulatory challenges, and assists them in adapting to, and making the most of, competition and policy developments. He also leads client teams working on issues in the digital/tech sector and in a range of network industries, as well as on competition and regulatory issues in general.

Before founding Flint, Ed spent more than eight years as the Chief Executive of Ofcom, the UK’s telecoms regulator. During this time, he worked closely with the European Commission and was Vice Chair of the Body of the European Regulators for Electronic Communications. Earlier in his career he worked as an adviser in 10 Downing St, and headed the corporate strategy team at the BBC. After leaving Ofcom, Ed led an independent review into financial services representation, which led to the merger of six financial services associations in the UK.

In his role as Executive Chairman of Flint, Nigel leads on the growth strategy of the company.

Nigel is a former European Commission spokesman and BBC journalist. He continues to produce successful television programmes and is Chairman of Sandstone Global, the international factual TV production house. Nigel also co-founded GPlus – a leading European European public affairs and media relations company, which was acquired by Omnicom Inc. Outside Flint, Nigel has a number of other entrepreneurial interests and writes in the national press on EU issues.

Gregor Kreuzhuber Partner & M.D. Europe

Based in Brussels, Gregor oversees Flint’s European network. He provides strategic regulatory and organisational advice to companies in sectors including energy, tech, financial services and manufacturing.

As a senior adviser and media spokesman for two European Commissioners, Gregor dealt with major regulatory initiatives and challenges for industry, trade negotiations and agriculture policy reform. After leaving the Commission, Gregor ran a leading Brussels policy consultancy.

Lara Stoimenova Partner

Lara jointly leads Flint's competition and regulation practice, advising clients in the telecoms, technology, postal and financial services sectors.

Previously Lara was a Director at the Competition and Markets Authority, leading complex inquiries in the Markets and Mergers Directorate. She has also been a Director at Ofcom. In that role she chaired the Remedies Expert Working Group for the Body of the European Regulators for Electronic Communications (BEREC) and contributed to the formulation of European telecoms policy.

David Wright Partner Madrid, Spain
David Wright Partner

David leads Flint’s financial services practice, providing advice on international policy and regulatory developments for financial services clients.

David was previously the Secretary General of the International Organisation of Securities Commissions (IOSCO) and worked for 34 years in the European Commission. He played a leading role in the integration of European capital markets. David also represented the European Commission and IOSCO at the Financial Stability Board, led the EU–US Financial Markets Regulatory dialogue and has extensive international regulatory experience. David is the current chair of EUROFI.

Susana Braz Partner

Susana joined Flint in December 2017. She advises clients on Brexit, EU and UK politics and policy, focusing particularly on the digital and manufacturing sectors.

Before joining Flint, she was head of policy and public affairs for several multinationals in the technology and energy sectors, with a focus on Europe, Middle East and Africa markets. Susana has spent over 15 years advising international businesses on policy developments and their interaction with governments, in Brussels, London and Beijing.

Chris Fonteijn Partner Rotterdam, the Netherlands
Chris Fonteijn Partner

Based in the Netherlands, Chris provides strategic advice to clients on their dealings with governments and independent government agencies.

Prior to joining Flint, Chris was the first Chair of the Netherlands Authority for Consumers and Markets (ACM), the Dutch competition regulator. Previously, Chris was chairman of the former Netherlands Competition Authority and the former Independent Post and Telecommunications Authority of the Netherlands, and was instrumental in their transformation into the ACM. Chris is Vice-Chair of the International Competition Network and is a former Chair of BEREC, the Body of European Regulators for Electronic Communications. He began his career as a lawyer, working in the Middle East and specialising in energy and utilities.

Andrew Jackson Partner

Andrew joined Flint in September 2017 to build our Leadership and Organisational Change practice. He works with clients across a range of sectors. He brings 30 years’ experience at senior levels in government, the EU and the private sector.

Previously Andrew was a Director at Stanton Marris and a Partner at Towers Perrin/Kinsley Lord. He started his career in the UK Civil Service, where he worked for two Home Secretaries and in Margaret Thatcher’s office.

Katie Wake Partner

Katie advises companies across the economy on the challenges and opportunities they encounter from regulation, policy and politics, providing the analysis and insight they need to address them.

Before joining Flint, she held senior policy and advisory roles in HM Treasury, the UK Department for Business and the Cabinet Office, and established the UK National Infrastructure Commission on behalf of the Treasury as its first Chief of Staff. Before becoming a civil servant she worked in journalism.

Mark Caines Partner London, UK
Mark Caines Partner

Mark jointly leads the competition and regulation practice. He advises clients primarily across the telecoms, media, energy, technology and financial services sectors.

Prior to joining Flint, Mark was a senior director at Ofcom, the UK telecoms and media regulator. He spent five years as an economic director working on competition and regulatory issues in the broadcasting and telecoms sectors and then moved into a policy director role in Ofcom’s spectrum group. Over a period of six years, he led Ofcom’s spectrum work on satellite and broadcasting and was also responsible for Ofcom’s programme of spectrum auctions. Previously Mark was a senior consultant specialising in the energy and utility sectors.

Catherine Davies Partner and Managing Director, Healthcare

Catherine joined Flint in 2018 to lead Flint’s healthcare work.

Prior to joining Flint, Catherine led the Competition and Cooperation team at NHS Improvement (and Monitor, its predecessor organisation). She has advised boards and senior teams on how to approach large scale transformation to achieve the best possible outcomes for patients, taxpayers and the local health system. Catherine also led NHS Improvement's work on patient choice policy and enforcement as well as its commissioning responsibilities. Earlier in her career she worked for the Competition Commission and for a City law firm.

Matthew Hanney Partner

Matthew leads Flint’s work advising clients on political and regulatory risk across sectors including tech, the sharing economy and life sciences, with a particular focus on the impact of Brexit.

Before joining Flint, Matthew was a Special Adviser to Deputy Prime Minister Nick Clegg in the coalition government, covering policy areas including the Home Office, European relations and constitutional affairs. He has also written for The Economist on European politics.

Jonathan Blackburn Partner London, UK
Jonathan Blackburn Partner

Jonathan provides strategic competition and regulatory advice across a range of sectors, with a focus on NHS hospitals, private sector healthcare providers, health technology companies and purchasers of NHS care.

Before joining Flint, Jonathan worked in the Competition and Cooperation team at NHS Improvement (and its predecessor, Monitor). There he had a senior role in the approach to NHS commissioning and procurement, patient choice and competition, working with NHS organisations engaged in mergers, and commissioners and providers of NHS-funded services. Previously, Jonathan worked at the UK Competition Commission dealing with complex inquiries into mergers and markets across a range of sectors, and in the Competition and Regulatory team of a City law firm.

Alex White Partner

Alex leads Flint's Politics and Markets practice.

He was formerly the Chief Political Analyst at JP Morgan, and a senior adviser to the firm’s operating committee. Alex also ran the global research practice at the Economist Intelligence Unit, after a career in private equity and government.

Lidia Kozlowska Senior Adviser Warsaw, Poland
Lidia Kozlowska Senior Adviser

Lidia joined Flint in June 2017. She provides expertise on Poland and Central European business, policy and regulatory issues with special emphasis ontelecoms, media, tech, energy and the automotive sectors. She is based in Warsaw and London.

Previously Lidia was Deputy President of the Polish regulatory authority for telecommunications and postal markets and Vice Chair of the Body of the European Regulators for Electronic Communications (BEREC). She has also held senior management positions in the private sector in Poland and internationally.

Bruno Maçães Senior Adviser

Bruno started at Flint in January 2017. He is based in Brussels and supports clients, notably in the tech, life sciences and financial services sectors on EU politics and policy, Brexit and EU–China relations.

Before joining Flint, Bruno was Europe Minister in Portugal and a senior fellow at the Carnegie Endowment for International Peace (Europe) in Brussels. His recent book on Europe, Russia and China in the new world order received widespread critical acclaim. He is a non-resident fellow at Renmin University in Beijing and the Hudson Institute in Washington, DC.

Claus Grube Senior Adviser

Claus joined Flint as Senior Adviser in September 2017 as our business link to the Nordic-Baltic region, based in Copenhagen. He advises clients in the tech, transport, financial services and life sciences sectors on European policy and political issues.

Claus has previously held very senior foreign affairs roles in the Danish government, including Under-Secretary for European Affairs, Permanent Representative to the EU, Permanent-Secretary of Foreign Affairs and Ambassador to the UK. He has a background in business and law.

Thomas Matussek Senior Adviser Berlin, Germany
Thomas Matussek Senior Adviser

Thomas joined Flint in May 2016 as our representative in Berlin. He advises companies in sectors ranging from tech and media to manufacturing on German political, legislative and regulatory developments.

Previously Thomas was a senior diplomat, serving as German Ambassador to the UK, the UN and India. He also headed Deutsche Bank’s public policy representation in Berlin, and was the Managing Director of the Alfred Herrhausen Gesellschaft, the International Forum of Deutsche Bank.

Paul Adamson Senior Adviser

Paul joined Flint in October 2017. Based in Brussels, he offers expertise on EU policy and advises clients on strategic positioning in sectors including telecommunications, tech and digital.

Paul has founded and built two highly successful EU public affairs agencies in Brussels. He is chairman of Forum Europe, and founder and editor of E!Sharp, an online current affairs magazine. Paul is also a member of the Centre for European Reform’s advisory board and Rand Europe’s Council of Advisors.

Robert Hannigan Senior Adviser

Robert advises Flint’s clients across sectors on cyber security, compliance, and cyber policy.

Robert was previously Director of GCHQ, the UK’s intelligence and cyber security agency, where he established the UK National Cyber Security Centre. Robert has spent nearly 20 years in government, and was responsible for the UK’s first cyber strategy in 2009. He is also a member of the Ministry of Defence Innovation Advisory Panel.

Manuel Costescu Senior Adviser

Manuel advises Flint’s clients in the telecoms, energy and financial services sectors, with a particular focus on Central and Eastern Europe.

Before joining Flint, Manuel served as the Romanian Deputy Minister of Economics in charge of Foreign Investment and Trade and then as a Member of the Romanian Parliament. During his time in government, he set-up and ran Romania’s Trade and Investment Agency and oversaw the operations of some of Romania’s largest state-owned enterprises. Previously in his career, Manuel worked for JP Morgan and McKinsey.

Renaud Thillaye Senior Consultant Paris, France
Renaud Thillaye Senior Consultant

Renaud advises clients on EU policy and tax matters, French affairs and Brexit. He leads on Flint’s business development in the agri-food sector.

Prior to joining Flint, Renaud worked as senior researcher and deputy director at the international think tank Policy Network, where he gained expertise in EU governance, the EU budget and the Common Agricultural Policy. Renaud is French and has a background in French politics.

Alex supports clients across a range of regulatory and policy issues, with a particular focus on the telecoms, media and technology sectors.

Before joining Flint, Alex worked in the No 10 Policy Unit where he advised the Prime Minister on economic affairs. Prior to this, he spent 5 years at the Department for Culture, Media and Sport in a number of senior roles including Head of Digital Infrastructure and Private Secretary to the Secretary of State.

Alex joined Flint in October 2017, supporting clients in policy engagement and strategy across a number of sectors including life sciences and financial services.

Before joining Flint, Alex worked in the Office of The Prime Minister in Uganda, as a strategist at Guardian News & Media, as a strategy consultant at Bain & Company and as an aide to Gordon Brown, the former British Prime Minister.

James Ogilvie Senior Consultant Brussels, Belgium
James Ogilvie Senior Consultant

James is an expert in consumer, retail, healthcare and sports and advises clients on complex EU regulatory and policy issues.

Prior to joining Flint, James worked in the European Commission’s Directorate-General for Migration and Home Affairs and in strategy consulting in Brussels, Zurich and London. He wrote speeches for senior EU policy-makers and represented the Commission in policy negotiations in the justice and home affairs domain. James also ran a high-profile global crisis management and organisational change project at an international sports governing body.

Karla Perca Lopez Manager

Karla started at Flint in July 2017. She supports clients across a range of sectors, including industries subject to economic regulation, providing advice on competition and regulatory matters.

Before joining Flint, Karla was an Economic Adviser at NHS Improvement, assessing the effects on competition of mergers in healthcare, and at the Competition and Markets Authority, advising on mergers in a variety of industries. Previously, Karla worked in the UK’s Office of Gas and Electricity Markets (Ofgem) and the Peruvian telecommunications regulator.

Kiran Horwich Manager

Kiran joined Flint in November 2015. She is part of the core team that provides Brexit analysis and advice for clients. She also supports clients dealing with challenges in policy, regulation and organisational change in the UK and EU in the financial services, life sciences and manufacturing sectors.

Previously Kiran worked in the UK Parliament, with European parliamentarians and has consulted for energy company Hess and Barclays' investment team in New York.

Lorenzo Torti Manager

Lorenzo joined Flint as a consultant in January 2016. Now a Manager, he advises clients in Brussels on energy, digital and tax issues as well as on EU politics and the EU institutions.

Lorenzo has more than five years of EU public affairs experience. He is Italian and has previously worked in the Italian public administration, EU institutions, NGOs and in a company specialising in EU policy monitoring and analysis in Brussels.

Nyasha Weinberg Manager

Nyasha advises clients on UK policy and regulatory issues. Before joining Flint in 2018, Nyasha worked as a senior researcher for the office of Gordon Brown, the former British Prime Minister, where she focused on Brexit and globalisation issues. Earlier in her career she was a Fast Streamer in the UK Civil Service and gained experience in various NGOs and international organisations including the UN's World Food Programme.

Filipa Silva Consultant

Filipa started at Flint in January 2016. She supports clients navigating politics and regulation in the UK and EU across the financial services, tech and digital sectors.

Before joining Flint, Filipa worked for a European financial services NGO in Brussels where she managed stakeholder relations and external communications with the EU institutions. Filipa is Portuguese and is fluent in Spanish, French and English.

Sarah started at Flint in November 2017. She supports clients by providing policy and political analysis across a range of sectors.

Before joining Flint, Sarah worked for a UK political Party managing a policy influencing membership group within the Party. Sarah has also worked for a large international development NGO where she researched and influenced change on energy and tax policies, and has undertaken a placement in the Government Affairs team of a large multinational manufacturing company to support their work around the UK’s Industrial Strategy proposals and Brexit negotiations.

Rohan Sakhrani Consultant

Rohan supports clients on competition, regulation and policy issues across a number of sectors.

Prior to joining Flint, Rohan was a Policy Economist at the Bank of England. He worked on a range of financial regulatory policy issues at the international, EU and domestic levels. These included roles working on the finalisation of the post-crisis international banking capital framework and the banking recovery and resolution regime in the UK.

Adriana joined Flint in January 2017 and supports clients in the digital, telecommunication, audio-visual and energy sectors. She advises companies on regulatory risk and policy positioning.

Before joining Flint, she worked for companies organising policy events on digital, infrastructure and planning in London, the Confederation of Italian Industries and the public affairs office of one of the leading telecommunication companies in Brussels.

Olivia Graham Consultant

Olivia advises on policy and regulatory issues and political risk. She supports clients in the media, telecoms and financial services sectors.

Before joining Flint, Olivia worked in the Communications and Advocacy team of the European Council on Foreign Relations in London. Previously, she worked for the Institute of Public Affairs in Melbourne, Australia, where she authored a report on the regulation of Australian trade unions. Olivia has a Master’s degree in European Politics, specialising in the politics of Central and Eastern Europe.

Abi joined Flint as a personal assistant to the Managing Partners in May 2016. She is now a Consultant/Researcher, supporting clients in the financial services, life sciences, and automotive sectors.

Before joining Flint, Abi worked for an NGO in The Hague, the US Embassy in Yerevan, and the London Organising Committee of the Olympic and Paralympic Games.

Claudia Rodriguez Garza Consultant/Researcher

An expert in EU policy and politics, Claudia provides research and analysis on complex policy and regulatory developments at EU level. Claudia supports clients across a range of sectors from digital and tech to retail, financial services and life-sciences.

Before joining Flint, Claudia gained experience working at the European External Action Service, the European Political Strategy Centre, the Embassy of Spain in The Hague and the United Nations Relief Works Agency.

Anna advises clients on UK politics and policy analysis. Prior to joining Flint, she worked in the UK Parliament as a Senior Parliamentary Researcher, where she advised Members in Government appointed roles including a Parliamentary Private Secretary and Government Whip. She worked closely with various UK government departments in their parliamentary liaison and passage of legislation. Previously, Anna spent time working as a Parliamentary Analyst for a UK political publishing company.

Andrea advises clients on EU and UK political and policy issues across a range of sectors, with a focus on digital and tech. Before joining Flint, Andrea worked for the President of the Republic of Croatia, advising on EU and foreign affairs, and on strategic communications for a presidential election campaign. Previously, she worked at the European Commission’s Directorate-General for Trade on bilateral and multilateral trade negotiations.

Before joining Flint, she worked at the think tank Policy Network and has experience in US commercial law and facilities management.

Anna joined Flint as an executive assistant to the Managing Partners in August 2017. Her work includes supporting research, specifically in German and UK politics and in the automotive sector.

Before joining Flint, Anna worked at the Prussian Cultural Heritage Foundation, at the Brookings Doha Centre and at the German Embassy in Qatar.

Viktoria Gal Executive Assistant to Managing Partners

Viktoria is an Executive Assistant to the Managing Partners.

Prior to joining Flint, Viktoria was a press officer in the Hungarian Ministry of National Economy, and worked in the Ministry of National Development during Hungary’s presidency of the Council of the EU. Since moving to London, Viktoria has worked in publishing, recruitment and most recently in hospitality.
